REACH Consortium

The REACH Consortium Steering Committee consists of a sub-group of ATC member companies with the specific objective “to co-operate and progress the REACH registration of substances of common interest to its membership” via the sharing of confidential technical information as required by REACH within an appropriate legal framework.

Terms of Reference

It is solely concerned with EU REACH and other REACH like regulations worldwide and facilitating best compliance for those ATC and non-ATC member companies who have an interest in and need to work together on that compliance.  It organises and manages substance Task Forces (TFs) to share and compile data for registration dossiers.  Furthermore, it provides technical information to relevant Competent Authorities and ECHA related to post registration compliance checks and substance evaluations. It also develops the legal, financial and Confidential Business Information (CBI) processes to enable members to work effectively together.

Objectives

  • Co-operate and progress the REACH registration of substances of common interest to its membership” via the sharing of confidential technical information as required by REACH within an appropriate legal framework. 

  • Development of collaborative approach to streamline registration process for substances of common interest to members

  • Manage REACH substance registrations using Task Force approach

  • Planning collective response to ECHA draft decisions, evaluations, appeals & classification changes as a consequence of harmonised C&L

  • Monitor future changes and extensions to REACH regulations

Key Recent Achievements

  • The ATC REACH Consortium has been successful in leading and fully meeting 2010, 2013 and 2018 REACH registration deadlines for a number of substances critical to the petroleum additives sector

  • Development of cost sharing approach to allow sharing in non-EU regimes

  • Expanded scope to cover further collaborative work to ensure substances of common interest are registered or listed in other countries introducing REACH like regulations and inventories

  • Members of the ATC REACH Consortium have been at the forefront of developing a methodology to produce exposure scenarios for fuel and lubricant additive mixtures.  This extensive work has resulted in generic exposure data specific to lubricants and lubricant additives being developed in co-operation with ATIEL.
